PQCrypto 2023
The 14th International Conference on Post-Quantum Cryptography
August 16-18, 2023
College Park, MD, USA

Introduction

The aim of PQCrypto is to serve as a forum for researchers to present results and exchange ideas on the topic of cryptography in an era with large-scale quantum computers.

After thirteen successful PQCrypto conferences (2006 in Leuven, 2008 in Cincinnati, 2010 in Darmstadt, 2011 in Taipei, 2013 in Limoges, 2014 in Waterloo, 2016 in Fukuoka, 2017 in Utrecht, 2018 in Fort Lauderdale, 2019 in Chongqing, 2020 in Paris (online), 2021 in Daejeon (hybrid), 2022 (online)),...

The PQCrypto 2023 conference was held at the University of Maryland, College Park, MD, USA, on August 16–18, 2023.

Slides and videos of the talks are available here.

Next year, PQCrypto 2024 will take place at the University of Oxford, UK. The preliminary dates are June 12-14, 2024.

We are on twitter as @PQCryptoConf for updates.

Proceedings

The proceedings of PQCrypto 2023 are being published by Springer in the LNCS Series. See https://link.springer.com/conference/pqcrypto for previous editions.

Conference participants can access the proceedings for free using this link during August 11 – September 11, 2023. Make sure to follow the link from this domain to switch on the free access part and not to block sending the referrer header.

The proceedings of PQCrypto 2023 contain 25 papers, which were carefully reviewed and selected from 51 submissions. They are categorized in the following topical sections: code-based cryptography; group-action-based cryptography; isogeny-based cryptography; lattice-based cryptography; multivariate cryptography; quantum algorithms, cryptanalysis and models; post-quantum protocols; and side channel cryptanalysis and countermeasures.

Conference Program

The conference schedule is here (last updated Aug. 11, 2023 -- note that the sessions after lunch have been shifted 15 minutes earlier, to allow a longer afternoon coffee break). The list of accepted papers is here.

The rump session PQCrypto avatar will take place at the conference banquet, on Thursday night, in the Colony Ballroom. It will be in-person only, with slides posted afterwards on the conference web site, but no video streaming or recording. If you would like to present at the rump session, please fill out this form (login required, using a Google account; a personal Google account is fine). Participation in the rump session is at the discretion of the organizers. Presentations should be short, polite, respectful, and on topics of interest to the PQCrypto community. (PQCrypto avatar by Ryann Cartor.)

  • Slides from the rump session are posted here. The session chair was Ryann Cartor.

Lunch is included on Wednesday and Thursday (but not Friday). The conference banquet will be on Thursday night. For other meals, you can try:

Invited Speakers

PQCrypto 2023 is happy to welcome the following invited speakers:

Location

The conference will take place at the Stamp Student Union at the University of Maryland. We will be in the Grand Ballroom and Colony Ballroom, upstairs from the food court. Some information about how to get here:

  • Directions to the Stamp (including a map of the building, and where to find parking)
  • Shuttle-UM route 104 (free shuttle bus between UMD campus and College Park Metro station)
  • College Park Metro station may be closed for construction. If so, there will be shuttle buses to the nearest operating Metro station, probably at Fort Totten.

There will be an option for online participation, which will also require registering for the conference. This will allow viewing of the talks, but not discussion with the speaker or the audience.

In addition, QCrypt 2023, the 13th annual conference on Quantum Cryptography, will be held at a separate venue nearby on the UMD campus. People who wish to attend both PQCrypto and QCrypt must register separately for both conferences.

Conference Registration

Register for the conference here. Registration is required for both in-person and virtual participation. Virtual participation will allow viewing of the talks, but not discussion with the speaker or the audience.

Discounted hotel rooms must be reserved by July 14, 2023 (see below for details), early registration ends on July 19, 2023, and regular registration ends on August 9, 2023. Late registration will be available on-site (for in-person attendees) and online (for virtual participants).

If you require a letter of invitation from the conference organizers, please register for the conference, pay the registration fee, and then email the registration help desk to request a letter.

Student Financial Aid

We can give a discount off the student registration fee, for a limited number of students. We also have a small amount of travel funding, for students who have papers that were accepted to the conference.

If you are interested in this, please ask a professor who knows you to send an email to Rene Peralta (rene.peralta at nist.gov), with the subject line "PQCrypto 2023 student discount," explaining why you need financial assistance, and why attending the conference in-person would be beneficial for you and/or other attendees at the conference.

Hotel Rooms

We have reserved rooms at two nearby hotels for a discounted rate. In order to receive the discounted rate, these rooms must be booked no later than July 14, 2023, subject to availability. To book a room online, use the following links:

Students who need lower-cost housing may consider sharing a room at one of the above hotels. We have reserved a substantial number of rooms with two queen beds for this purpose.

Both room blocks are reserved for guests arriving beginning on Tuesday, August 15 and departing through Friday, August 18. Each hotel will honor the group rate for up to three (3) days prior and three (3) days after the conference room block dates (based on availability). If you wish to extend your stay outside of August 15 - 18, you will be required to contact the hotel by phone to place your reservation, referencing PQCRYPTO.

Call for Papers

Call for papers in pdf format (with program committee).

Original research papers on all technical aspects of cryptographic research related to post-quantum cryptography are solicited. Topics of interest include (but are not restricted to):

  • Cryptanalysis of post-quantum systems and quantum cryptanalysis.
  • Cryptosystems that have the potential to be safe against quantum computers such as: code-based, hash-based, isogeny-based, lattice-based, and multivariate constructions.
  • Implementations of, and side-channel attacks on, post-quantum cryptosystems.
  • Security models for the post-quantum era.

Instructions to authors

Accepted papers are planned to be published in Springer's LNCS series. Submissions must not exceed 30 pages, including appendices and excluding references, and must be in a single column format in 10pt fonts using the default llncs class without adjustments. Reviewers are not required to read appendices, and submissions are expected to be intelligible and complete without them.

If the submission is accepted, the length of the final version will be at most 35 pages including both references and appendices, in the llncs class format. Submissions must not substantially duplicate work that any of the authors has published in a journal or a conference/workshop with proceedings, or has submitted/is planning to submit before the author notification deadline to a journal or other conferences/workshops that have proceedings. The submission should begin with a title, the authors' names and affiliations, a short abstract, and a list of key words, and its introduction should summarize the contributions of the paper at a level appropriate for a non-specialist reader. Submissions ignoring these guidelines may be rejected without further consideration.

Submission deadlines

The initial submission deadline is April 17, 2023. All papers must be submitted by this deadline to be considered for the conference. Papers submitted by this deadline may be in draft form but must include a title and an abstract. The final submission deadline is April 24, 2023. Authors will be permitted to revise their submissions anytime before the final submission deadline.

Submission Server

The submission server is located at https://easychair.org/conferences/?conf=pqcrypto2023. It is now open for submissions.
